Relying on Guangdong Andeli New Materials Co., Ltd., the Guangdong Provincial Key Laboratory of Functional Thin Film Materials Preparation and Application Enterprise focuses on the research and application development of the preparation technology of functional thin film materials, and is committed to promoting the technological innovation and industrial upgrading of the functional thin film materials industry. In accordance with the provisions of the Administrative Measures of the Department of Science and Technology of Guangdong Province on the Construction and Operation of Provincial Enterprise Key Laboratories (Yueke Specification (2012) No. 58), adhering to the operation mechanism of "openness, mobility, collaboration and innovation", the open sharing system is implemented, and an open fund is set up to support the laboratory to carry out scientific and technological cooperation and exchanges with various innovative subjects at home and abroad. Combined with the research direction and goals of the laboratory, the application guidelines for open topics of the laboratory are hereby released, and applications from various innovative entities at home and abroad are accepted.

1. Research directions funded by the Open Fund

The research areas of the Key Laboratory cover strategic emerging industries, new high-performance high-tech and functional basic materials in the field of mass consumption and environmental protection, including the research and development of aluminum-plastic film for lithium-ion battery flexible packaging, POF heat shrinkable film for electronics, food and other industries, label film for trademark coating and printing, electronic protective film for surface protection of electronic appliances and other industries, environmentally friendly PEVA household packaging film for household products, and environmentally friendly high-elastic POE protective film for medical protective clothing. It aims to provide innovative solutions for functional basic materials for multiple industries. The subject should have a clear application export to provide technical support for the polymer functional film industry. The open fund projects of the Key Laboratory give priority to applied research, and carry out research activities around common technologies and key issues in the industry. These include:

(1) Multi-layer co-extruded cast polypropylene functional film.

(2) Customized development of multi-layer co-extrusion cast polypropylene functional films for specific application scenarios (such as food packaging, electronic packaging, etc.).

(3) Research on surface modification technology of polypropylene materials.

(4) R&D and application research of environmentally friendly polypropylene wine label inks.

(5) Research and development of high-performance aluminum-plastic film materials and processes.

(6) It is suitable for the development and application expansion of new raw material formulations for cold-drawn cannula membranes.

2. Qualifications of applicants for the Open Fund

1. The applicant should be a scientific researcher other than Guangdong Andeli New Materials Co., Ltd., the supporting unit of the laboratory, and from universities, scientific research institutes, science and technology enterprises and other innovative subjects with scientific research strength.

2. Support a number of units to form an innovation consortium in accordance with the method of "complementary advantages and strong alliances" and jointly submit project applications.

3. Open fund application and project approval procedures

1. According to the funding direction of the laboratory open fund, the applicant fills in the "Application Form for the Open Fund of Guangdong Provincial Key Laboratory of Functional Thin Film Materials Preparation and Application Enterprises". The opinion shall be signed by the unit and stamped with the official seal. Applicants need to provide a copy of the professional title certificate, ID card, work permit, and highest academic degree certificate, and submit it to the laboratory together with the application.

2. The academic committee of the laboratory will review and determine the funded project, and the review results and project approval will be notified to the applicant who has been approved for funding by the fund, and the contract will be signed after approval, and both parties will sign and seal it to take effect.

Fourth, open fund fund management

1. The research cycle of the open project is set at 1-2 years, and the specific funding intensity and funding method will be comprehensively formulated according to the research content, difficulty and expected goals of different topics.

2. The expenditure of open project funds shall comply with the relevant financial regulations of the laboratory, and the funds shall be earmarked. The funds of the Open Fund mainly support the expenses directly related to the research process of the funded project, including: labor costs, material costs, testing and laboratory processing costs, fuel costs, travel expenses, conference fees, publishing and printing/literature/information dissemination/intellectual property affairs costs, technical training fees, labor costs, expert consultation fees and other cost expenses.

5. Open fund project management

1. The person in charge of the project shall organize and carry out the research work in accordance with the project application and the R&D contract, make the original record of the implementation of the funded project, fill in the annual report of the project on time, and submit it to the laboratory.

2. After the person in charge of the project completes the project application and the content agreed in the research and development contract, he shall submit the final report in a timely manner, and the deliverables include: the research summary report, the research results certification materials (including the electronic version and copy of the published research reports, papers, works, achievement evaluation, appraisal and award application and other achievement materials), etc., the laboratory will review the final materials and organize the acceptance work.

3. The person in charge of the project, the project participants and the project undertaking unit shall have the obligation to keep confidential the relevant technical information, business information, trade secrets and other undisclosed information, materials and research results of the laboratory supporting units that have been contacted in the process of research and development.

4. The management of the whole process of the project shall be implemented in accordance with the measures for the management of open funds (see the annex for details).

6. Management of the results of open fund projects

1. The papers, treatises, software copyrights and other achievements obtained by the funded projects are determined according to the intensity of funding, the investment of laboratory personnel and equipment, the type of research results and other factors, which are mainly divided into the following two situations:

(1) The research results belong to the laboratory, and the commendation and reward for the personnel shall be enjoyed by the person in charge of the project and the actual contributors;

(2) The research results shall be shared by the laboratory and the unit of the person in charge of the project, and the appraisal and reward of the results shall be jointly signed by both parties (the laboratory is the first signing unit).

2. All the achievements of the funded project should be marked with "Guangdong Provincial Key Laboratory of Functional Film Materials Preparation and Application Enterprise Open Fund Funded Project", and marked as "Guangdong Provincial Key Laboratory of Functional Film Materials Preparation and Application" in English, otherwise it will not be counted during the mid-term assessment and final acceptance.

7. Application acceptance time and requirements

The application materials (application) will be accepted until April 30, 2025, and the paper materials shall be signed and stamped by the subject applicant and his unit on the cover of the application and the project summary page, and the acceptance of paper materials shall be subject to the postmark date of the place of receipt.
